To ask the Secretary of State for Health if the new NHS foundation trusts will set their pay within the limits spelt out in Agenda for Change. [97304]

[Holding answer 13 February 2003]: The Government will ensure National Health Service foundation trusts are implementing Agenda for Change, if agreed, on establishment. Once established, they will be able to continue to benefit from wider agreements but will also have the additional flexibility and freedom to ensure the necessary mix of skills to provide the best standards of care to patients.
