asked the Leader of the House:

In the light of the limited opportunities for Members of the House to express an opinion about a declaration of war until after hostilities have begun, whether he will begin consultation on the introduction in the House of Lords of the Early Day Motion procedure of the House of Commons, whereby Members of Parliament could express their opinion on a variety of issues without the Government being obliged to initiate a debate. It is open to any Lord to invite the Procedure Committee to consider a proposal for Early Day Motions. I have no plans to do so at present.
