Hilary BennDiscussions with Developing country Ministers on the IFF began in January this year when my predecessor Clare Short and the Chancellor wrote jointly to Developing Country Finance Ministers about the IFF proposals. Discussions have continued throughout the year with groups such as NEPAD, African Finance Ministers, and HIPC Finance Ministers.
