Mr. Robathan

To ask the Secretary of State for Transport what targets are in place for noise reduction on the motorway and trunk road network; and whether they are on course to be met. [140805]

The target stated in the 10-Year Plan for the reduction of noise from the motorway and trunk road network is that 60 per cent. of the network including all concrete roads will be surfaced with quieter surfacing by March 2011. All resurfacing work now uses quieter surfacing, and work is proceeding in line with maintenance need.

To ask the Secretary of State for Transport if he will list(a) the schedule of planned noise reduction improvements for the motorway and trunk road network, (b) the average level of noise in the area of those improvements and (c) the number of people affected by above acceptable noise levels in those areas. The Secretary of State announced on 1 April 2003 a programme of measures to reduce the impact of traffic noise. Details were placed in the Library of the House together with details of the criteria used for prioritisation. We do not use the average levels of noise over a wide area as a criterion. However, the measures indicated in the 10-Year Plan to surface approximately 60 per cent. of the strategic road network with quieter surfaces, including all of the concrete trunk roads and motorways, by March 2011 are expected to provide the benefit of significant reductions in the level of traffic noise for approximately three million people.
