§ Dr. HowellsImages of England is an English Heritage scheme funded by the Heritage Lottery Fund. While my right hon. Friend the Secretary of State has been consulted by English Heritage she has not been directly involved in the design or running of the project. However, my right hon. Friend has been assured by English Heritage that the project has been designed to be consistent with Human Rights legislation.
