§ Ms Rosie WintertonThe Adoption and Children Act 2002 received Royal Assent on 7 November 2002. Ministers in the Department of Health and my Department are considering plans for implementation of the Act. Full implementation is expected by the end of 2004. However, some elements such as the definition of 'harm' in relation to domestic violence are expected sooner. We have begun to consult on amendments to the Family Proceedings Rules 1991 (Domestic Violence).
