Further to the Written Answer by Baroness Symons of Vernham Dean on 22 July (WA 15), what are the international and domestic legal remedies available for victims of breaches of international human rights standards committed in Kosovo by (a) the United Nations Mission in Kosovo (UNMIK) and (b) the NATO-led Kosovo Force (KFOR). The United Nations Administration Mission in Kosovo (UNMIK) has enacted regulations in order to bring specific procedures (for example, concerning arrest and detention, and surveillance and evidence gathering) in line with human rights standards, providing grounds for raising human rights arguments before the courts. Any person alleging a breach of human rights standards in Kosovo may take up the matter with the relevant authorities or seek legal advice in Kosovo with regard to available remedies.
