§ Dr. HowellsThis is a matter for the BBC Governors. However, the licence fee settlement, in February 2000, recognised the BBC's role in driving digital take-up and in acting as a "benchmark of quality" during the development of digital services. It included a commitment by DCMS to a rolling programme of reviews of all the new digital services, the first such review being of BBC News 24.
