§ The Lord Privy Seal (Lord Williams of Mostyn):The Assistant Chief Constable North Region stated on 2 October that initial investigations suggested that members of the Provisional IRA were involved in the recent shooting of the Londonderry bus driver. As the Prime Minister stated this week, we have now reached the turning point. The agreement cannot work unless republicans demonstrate their commitment to exclusively peaceful means.
