Whether they will publish their proposals for the creation of foundation hospitals in the National Health Service, including the way in which borrowing by foundation hospitals will be overseen or controlled. [HL5997]

Lord Hunt of Kings Heath:

We will shortly publish detailed proposals for the creation of National Health Service foundation trusts including the financial regime which will apply to them.
