Whether their administrative procedures are sufficiently flexible to cope with the pace of change in the drive for e-government. [HL6014]

The Government recognise the need for flexibility and responsiveness, and this lies at the heart of the delivery and reform programme, of which e-government is a central element. Substantial progress has already been made in the introduction of e-government with change being successfully introduced on a large scale.
