Particular mention was made of the London Boroughs of Hackney, Islington and Lambeth which had accounted for 65 per cent. of complaints in the previous year. Complaints against those authorities dropped dramatically in 2001–02. Those against Hackney and Islington Councils fell by around a half, whilst those against Lambeth Council fell by nearly a quarter.
