§ Mr. MacShaneThe Council of Europe Parliamentary Assembly (PACE) takes responsibility for monitoring accession obligations and commitments, and appoints Rapporteurs for that purpose. The Rapporteurs on Russia made an extremely comprehensive report to the April session of PACE which is available on the PACE website; http:// assembly.coe.int. HMG agreed with the report's conclusions.
