My answer referred to EA authorisation under regulation 1 8(3)(a) of the Groundwater Regulations 1998 granted on 12 April 2001. (construction at Ash Moor started on 20 April 2001). This was incorrect. The construction at Ash Moor started on 9 April 2001. The rest of the Answer remains correct.
