§ Mr. JamiesonA core aim of the Government's 10-year Plan for transport is to tackle the adverse effects of traffic, in particular congestion and pollution. There is no specific objective for reducing traffic, although we believe that, by 2010, the plan will have led to lower traffic growth than would otherwise have been the case.
