asked Her Majesty's Government:

Whether they consider that the high cost of housing in some parts of the country is frustrating the ability of National Health Service trusts to recruit doctors and nurses; and, if so, what arrangements they are encouraging to ameliorate this difficulty. [HL6219]

Lord Hunt of Kings Heath:

The high cost of housing is one of several factors that can affect the National Health Service's ability to recruit all staff (not just doctors and nurses). This is being addressed by the NHS Housing Initiative and cost of living supplements. The NHS Housing Initiative is part of the NHS Plan commitment to provide 2,000 additional units for nurses in London by July 2003. In addition, by 2004, around 5,000 NHS staff will have received assistance to purchase property under the Starter Home Initiative scheme. The Department of Health has also established a NHS accommodation website and helpline. Other issues that influence recruitment and retention, such as flexible working and access to childcare, are addressed by the Improving Working Lives Standard.
