We estimate that at April 2001 there was a backlog of capital works in the council housing sector totalling about £20 billion at 2002 prices—£10.5 billion for repairs and £9.5 billion for improvements. About £16.5 billion of this relates to works within the decent home standard and £3.5 billion for works outside the standard (eg environment improvements, security works etc).

These estimates are based on the 1996 English House Condition Survey, rolled forward to give a 2001 position. Regional estimates of the total backlog, based on applying the regional distribution from local authority Housing Revenue Account Business Plans to this national total, are given in the table.
