§ Baroness AmosIt is for the Philippine Government to investigate terrorist attacks in their own territory and to gather evidence. However, from contacts with both the Philippine and US authorities and non-governmental organisations, we believe that the Abu Sayyaf group is still active and carrying out attacks against civilians in the Philippines.
