§ Mr. MorleyI understand no moneys have been expended by the Shetland Islands council on the purchase of fish quotas but that£2 million was spent on quota purchase in 1998 by Shetland Leasing and Property Ltd. (SLAP), using moneys lent by Shetland Development Trust, and the Orkney Islands council spent £1.5 million in 1999.
