To ask the Secretary of State for the Home Department what powers the proposed authority set up to control wheelclamping on private land will have under the Private Security Industry Act 2001 to control the towing away of vehicles parked on private land. [11218]

Mr. Denham

Wheelclamping is one of the activities to be regulated by the provisions of the Private Security Industry Act 2001. These activities are, however, limited to the immobilisation of a vehicle by the attachment of an immobilising device, and do not extend to the towing away of motor vehicles. The Security Industry Authority established by the Act will not, therefore, have any powers in this area. The Government are currently considering whether any action is required to deal with this issue.
