Mobile homes legislation defines mobile homes as any structure designed or adapted for human habitation which is capable of being moved from one place to another (whether by being towed, or by being transported on a motor vehicle or trailer) and any motor vehicle so designed or adapted. This may include a structure separately constructed and designed to be assembled on a site provided that, when assembled, it is physically capable of being moved.

Subject to the views of the courts, a flat-pack home may fall within this definition. However, what is installed on a site licensed under the mobile homes legislation is a matter for the owner of the site, subject to local planning considerations.
