§ Lord McIntosh of HaringeySection 22 of the Scotland Act 1998 provides that the proceedings of the Scottish Parliament shall be regulated by standing orders, and Schedule 3 makes provision as to how certain matters are to be dealt with by standing orders. 43WA These do not include the use of parliamentary time, which is a matter for the Scottish Parliament itself.
