To ask the Secretary of State for Transport if he will explain the statement, on page 20, paragraph 48 of the 10-year plan background analysis, that improvements in journey times are expected to have almost a one for one impact on demand for the services concerned. [71054]

Mr. Jamieson

The statement reflects standard railway industry modelling assumptions that changes in journey time have a demand elasticity of around unity. Therefore, on average, a one per cent. change in journey time is expected to result in a change in demand of approximately one per cent.
