§ Mr. WillsThe Active Community Unit leads a cross Government effort to promote civil renewal, to encourage active citizenship, and to build constructive partnerships between Government and the voluntary and community sector. It has lead responsibility for the Government's target of making substantial progress towards one million more people being actively involved in their communities by 2004.
