§ Mr. MilibandThis year, we intend to publish value-added measures in the secondary school performance tables of progress made from Key Stage 2 to Key Stage 3 and from Key Stage 3 to GCSE/GNVQ for all secondary schools. We are also conducting a pilot programme for measures of progress made from Key Stage 1 to Key Stage 2 for primary schools, with full publication planned for 2003. We aim to pilot a measure of value-added between Key Stage 2 and GCSE/GNVQ in 2003, and between GCSE/GNVQ and A/AS level in 2004, prior to full publication the following year.
