To ask the Secretary of State for Culture, Media and Sport, pursuant to her answer to the hon. Member for Uxbridge, of 16 January 2002,Official Report, column 340W, on analogue switch-off, how access to digital equipment is determined. [30009]

Dr. Howells

[holding answer 24 January 2002]: As a target indicator of affordability, 95 per cent. of consumers should have access to equipment capable of receiving digital television services. The Digital Television Action Plan includes a specific action to conduct a comprehensive review of progress towards digital switchover, with particular reference to the accessibility, availability and affordability tests announced in September 1999. The review will refine the tests and report on how progress towards meeting them is to be measured. A first report is due by the end of March 2002.
