§ The Prime MinisterResponsibility for pay, outside the senior civil service, is delegated to Ministers and office holders in charge of Departments. Departments are required to operate their pay systems within public sector pay policy and in accordance with a framework set out by the Cabinet Office in the Civil Service Management Code. Annual pay negotiations are a matter for the Department or agency concerned.
