§ Ruth KellyThe total quota entitlements for lending to local authorities in England, Scotland and Wales were £4.962 billion in 1998–99, £4.361 billion in 1999–2000 and £5.256 billion in 2000–01. The rules governing the quota entitlement set by the Public Works Loan Board remained unchanged in each of the three years.
