To ask the Secretary of State for the Home Department what his policy is on the standard of proficiency in spoken English from ethnic minorities who seek citizenship of the United Kingdom should attain as a norm of acceptability. [22850]

[holding answer 13 December 2001]The British Nationality Act 1981 requires applicants for naturalisation, except where married to British citizens, to have sufficient knowledge of English, Welsh or Scottish Gaelic. Applicants who are able to make simple conversation and communicate well enough to deal with everyday situations are considered to meet this requirement. The requirements for British nationality, including the language requirement, are currently under review and the Government will announce their conclusions in a forthcoming asylum, immigration and nationality White Paper.
