§ The Prime MinisterThe issue has been discussed bilaterally with Secretary of State Powell as well as with officials in the US Administration. The EU, as part of its Common Policy towards the ICC, has expressed concern at the proposed introduction of legal measures which might in any way impede or delay the USA's ultimate ratification of the Rome Statute or future relations with the Court.
