To ask the Secretary of State for the Home Department under what circumstances prisoners are permitted to be held more than two to a cell. [37787]

Prisoners are permitted to be held more than two to a cell when the accommodation has been certified by the area manager, in accordance with the 1952 Prison Act and the Prison/Young Offender Institution Rules, as being suitable for holding more than two prisoners.
