§ Beverley HughesThe operation of youth offending teams and the programmes they run are subject to a range of independent evaluation and monitoring commissioned and operated by the Youth Justice Board. The Board is also developing a tool to help them measure the effectiveness of youth offending teams' services. Evaluation of the pilot youth offending teams and the new final warnings scheme has been published by Sheffield university, and are available in the Library. Evaluations of the new intervention programmes will be published this spring.
Two youth offending team inspections have been carried out by multi-disciplinary inspection teams. The Home Office, in consultation with the Youth Justice Board, is developing a strategy for new independent inspection arrangements.
