HC Deb 25 February 2002 vol 380 cc805-6W
Pete Wishart

To ask the Secretary of State for Transport, Local Government and the Regions what financial safeguards will be in place to prevent the Government spending more than the allotted £33.5 billion on the specific programmes mentioned in the recent Strategic Rail Authority report on unforeseen costs between now and the completion of any of the planned projects; and who would be liable for such extra unforeseen costs. [37051]

Mr. Jamieson

The £33.5 billion of Government support to the railways over the 10 years to 31 March 2011 will be delivered through franchise and other contractual agreements that are subject to value for money considerations and, where applicable, appropriate risk transfer. Discussions on the transfer and management of risks, on a case-by-case basis, would influence the liability for any unforeseen costs.
