asked Her Majesty's Government:

Which of the 104 capability requirements have now been met by European Union member states for the European rapid reaction force; and which are the remaining 40 capabilities which have yet to be achieved. [HL2793]

EU member states have identified a pool of forces from which units could be drawn as necessary for EU-led operations. Forces would only be assembled for the duration of the mission. There is no standing European rapid reaction force.

Contributions from EU members have so far met 104 of the 144 capability targets and work is under way to address the remaining targets through the European Capabilities Action Plan. A list of the outstanding shortfalls is attached, although only about hal f of these are regarded as significant.
