§ John HealeySkills policy for Scotland was devolved to the Scottish Parliament in 1999. However, the Construction Industry Training Board (CITB), which is sponsored by my Department, continues to exercise its statutory functions for Scotland as a cross-border public authority. In the first instance, it is therefore for the Board to consider, in conjunction with the Scottish Executive, how to address the findings of the report.
