§ Mr. RaynsfordSection 155 of the Local Government and Housing Act 1989 already allows payment of Bellwin grant to any local authority that satisfies the conditions. Local authorities specified in the Act include county councils, district councils and London borough councils. This definition covers unitary authorities.
