To ask the Prime Minister, pursuant to his answer of 4 December 2002,Official Report, columns 906–07, what other states he has assessed as possessing appalling, brutal and terrible regimes. [87308]

The Prime Minister

It is clear from the evidence in the Iraq human rights dossier that Iraq merits special attention. Iraq is the only state to have used weapons of mass destruction against its own people and its neighbours.

We have serious concerns about a range of other countries. These are set out in the FCO's Annual Report on Human Rights 2002, as laid before Parliament on 26 September 2002.
