§ Mr. RammellThe Hong Kong Special Administrative Region Government has published outline proposals—but not yet draft legislation—on implementing Article 23. We have made clear to them that any legislation should be consistent with the principles of the Sino-British Joint Declaration on Hong Kong and the two UN human rights covenants.
