To ask the Chancellor of the Exchequer for what reason recycling schemes other than pilot projects are not eligible for support under the landfill tax credit scheme. [82851]

[holding answer 27 November 2002]: When the Landfill Tax Credit Scheme was introduced it was felt to be inappropriate for tax credits to be used for long-term projects. The Chancellor announced in the pre-Budget report on 27 November that the scheme will be reformed with approximately a third of the funding—about £50 million—continuing to be available for spending on community environment projects. The remainder will be allocated to public spending to encourage sustainable waste management.
