To ask the Secretary of State for Defence what performance targets have been set for the Armed Forces Personnel Administration Agency for the financial year 2002–03. [52257]

The key targets have been set for the Chief Executive of the Armed Forces Personnel Administration Agency (AFPAA) for the financial year 2002–03. The targets build upon progress made by the agency since it formed on 1 April 1997, and are set against three main groupings as follows.

Delivery of service To make 99.9 per cent. of all pay payments by the due date (excluding late payments caused by events determined to be outside the control of the agency). To make 100 per cent. of all pension payments by the due date (excluding late payments caused by events determined to be outside the control of the agency). To keep the error rate within 1 per 1,000 for payments of pensions. To keep the error rate within 1.5 per 1,000 for payments of pay and allowances. To respond to all pay, pension. records of service and manpower inquiries in accordance with the requirements of each service level agreement (SLA) and emerging customer service agreements (93–96 per cent. within 10 working days).

Service enhancement To deliver minor change in accordance with agreed programs and major change in accordance with individual project plans to implement approved policy aspects of the modernisation agenda (95–98 per cent. over the planning period).

Efficiency Reduce the unit cost by 12 per cent., over a four year period, for delivery of core pay and personnel administration. Consistent with this the agency will target a 3.5 per cent. saving in year 2002–03.
