To ask the Secretary of State for Defence what advice the Department of Social Security gave to the Association of British Civilian Internees Far East Region in November 2000 on the interpretation of which categories of claimant could count as British in order to qualify for the ex gratia payments announced on 7 November 2000. The ex-gratia scheme for former captives of the Japanese is administered by the War Pensions Agency, which was an executive agency of the Department of Social Security until 8 June 2001 when the agency transferred to the Ministry of Defence.
