To ask the Secretary of State for Health what recent assessment he has made of the extent of health care rationing. [11093]

Patients continue to be assessed on the basis of clinical need, and it has been repeatedly made clear that those patients in clearest need will be treated as a matter of priority, regardless of any other factors. The National Institute for Clinical Excellence and the Committee for Health Improvement have been set up to ensure a faster more uniform uptake of treatments which work for the patient. In addition to this the NHS Plan sets out a commitment that by 2003, following a review of the existing weighted capitation formula used to distribute national health service funding, reducing inequalities will be a key criterion for allocating NHS resources to different parts of the country.
