To ask the Secretary of State for the Home Department what measures will be available to public authorities to protect the academic confidentiality of information contained in project licences held under the Animals (Scientific Procedures) Act 1986 after the Freedom of Information Act 2000 is implemented. The Freedom of Information Act 2000 covers a wide range of public authorities including public sector academic institutions. The right of access will apply to information held by such institutions subject to the conditions and exemptions set out in the Act.

Section 41 of the Act exempts as a class information obtained from any other person if its disclosure would constitute a breach of confidence actionable by that or any other person. Other exemptions in the Act which may be relevant to applications to academic institutions for information relating to project licences granted under the Animals (Scientific Procedures) Act 1986 relate to
