To ask the Chancellor of the Exchequer what consultations with businesses were carried out by his Department with regard to the(a) Excise Duty Points Regulations 2001 and (b) HM Customs' revised financial security policy. [17455]

Customs consulted extensively on these issues with businesses involved in the production, warehousing and distribution of excise goods from as early as 1998. This included discussions with key trade associations at Customs' long-standing Joint Alcohol and Tobacco Consultation Group.
