§ Marjorie MowlamUnder the terms of their contracts, special advisers are subject to the Business Appointment Rules set out in the Civil Service Management Code and Departmental Staff Handbooks. They are required to make an application to their employing Department for permission to take up outside appointments under the criteria set out in the rules. Where appropriate, Departments consult the Cabinet Office. Applications from the most senior staff would he referred to the Advisory Committee on Business Appointments, but none has been received from special advisers at this level.

§ Marjorie MowlamSince 3 May 1997, no more than four special advisers have been in post at any one time. This includes the UK Anti Drugs co-ordinator and his Deputy who are appointed on special adviser terms.
