§ Mr. RookerYes. Stakeholder pensions are aimed primarily at employed and self-employed people on moderate and higher earnings who do not have access to an occupational pension scheme. But there is nothing to prevent people from lower income groups contributing to a stakeholder pension, depending on their particular circumstances.
