To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the impact of the charter of fundamental rights on EU law; and if IN will make a statement. [154125]

The Charter of Rights is a political declaration. It is not legally binding. It creates no new powers or tasks for the EU and does not modify powers 617W or tasks defined by the Treaties. It sets out fundamental rights, freedoms and principles that the EU should respect when going about its daily business, and it promotes the visibility of those rights.
