asked Her Majesty's Government:

Whether they will use Commonwealth or bilateral channels to ask the Government of Zambia to set up an independent judicial inquiry into the murders on 6 July of Mr Paul Tembo (a leading opposition politician) and into the murders of other members of the opposition. [HL379]

We are deeply concerned at the news of Mr Tembo's death. The Zambian Government are well aware of that concern. They know that the international community wants to see the culprits brought to justice rapidly. I am sure we should give their judicial authorities the chance to do so before considering international action. But we shall monitor developments and reconsider our position should they not make early progress.
