§ Mr. TimmsThere are no such delays. The allocation of Phase 3 City Learning Centres was confirmed in March of this year and Phase 3 Excellence in Cities areas were told in May that all Centres would open by September 2003. This remains the case. Officials are at present considering the funding arrangements for those Centres.
