To ask the Secretary of State for Northern Ireland what action the Government have taken to improve human rights in Northern Ireland. [2898]

Mr. Browne

The Human Rights Act 1998 put in place significant safeguards to ensure the protection of rights throughout the United Kingdom, including Northern Ireland. In addition, specific measures were put in place to protect human rights in Northern Ireland by the Northern Ireland Act 1998 as part of the implementation of the Good Friday Agreement. These include ensuring that the devolved Assembly has no power to make legislation that is incompatible with the European Convention of Human Rights; and the creation of a new Human Rights Commission for Northern Ireland.
